This paper shall be divided into sections as follows:

Description of facts (no more than 1 – 2 paragraphs)

Positions of each party (no more than 2 paragraphs)

Analysis of the impact of different potential resolutions of the dispute

Recommendation as to how each party should attempt to resolve the dispute

Opinion of the optimal result of the dispute that addresses the needs of both parties and a suggestion about how the parties can reach resolution.
